Annex 04 — Multi-Institutional Memorandum of Understanding (MoU)

04.1 Purpose

This annex provides a standardized Memorandum of Understanding (MoU) template for multi-institutional collaboration within the VILF ecosystem.

It formalizes cooperation between:

  • government entities
  • universities
  • private-sector organizations
  • NGOs and civil society
  • international partners

04.2 Scope of Use

This MoU is applicable for:

  • establishing a new innovation lab
  • joining an existing lab network
  • forming a hub or thematic cluster
  • participating in capability-building programs
  • co-financing or co-executing innovation initiatives

04.3 Template

Memorandum of Understanding

1. Purpose
The purpose of this MoU is to formalize the collaboration between the Parties in establishing and/or participating in the Vigía Innovation Lab Framework (VILF) ecosystem.

2. Objectives
The Parties agree to collaborate on:
- innovation project execution using IMM-P®
- participation in MEL and scorecard cycles
- compliance with IGF governance rules
- evidence-driven decision-making
- documentation and repository standards

3. Roles & Responsibilities
Each Party commits to:
- designate focal points
- contribute resources, expertise, and data (as applicable)
- adhere to VILF diagnostic, execution, and governance tools

4. Governance
The Parties acknowledge VILF’s governance architecture:
- Tier-0: Labs
- Tier-1: Hubs
- Tier-2: Network Coordination Unit (NCU)

5. Duration & Amendment
The MoU becomes effective upon signature and remains valid for [X years].
Amendments require mutual consent.

6. Licensing
All VILF materials referenced here are governed by CC BY-NC-ND 4.0.
